Who files Form 15CA

Anyone making a payment to a non-resident that is chargeable to tax in India, whether an individual paying a foreign vendor or a company paying overseas fees.

Before the remittance is made. Banks generally will not process it without the acknowledgement.

The thing people get wrong

Which parts you complete depends on the amount and whether a Chartered Accountant certificate on Form 15CB is required first. People fill the wrong part, the bank rejects it, and the payment misses its date.
