Who files Form 16A
Anyone who received a payment with tax deducted at source outside of salary: freelancers, consultants, landlords, and depositors whose interest crossed the TDS threshold.
When
Issued quarterly, generally about a fortnight after the deductor's TDS return for that quarter. Check with the deductor rather than assuming a date.
The thing people get wrong
A freelancer with eight clients ends up with dozens of these across four quarters, and the total in them has to agree with Form 26AS. The usual error is missing one certificate entirely, so the tax credit claimed is short and the refund shrinks.
