Who files Form 16
Every salaried employee whose employer deducted TDS. You do not apply for it — the employer issues it.
When
Employers generally issue it after the annual TDS return is filed, which for most people means around June for the previous financial year. Dates shift; your payroll team will confirm.
The thing people get wrong
Two employers in one year means two Form 16s, and people file with only the second one. The second employer usually knows nothing about the first one's salary, so the exemption limit gets applied twice and the return under-reports tax. Combine both before you start, and reconcile against Form 26AS.
