Who files Form 49AA

Foreign nationals, foreign entities, and NRIs where the applicable rules require this form rather than Form 49A.

The documents accepted as proof are different from Form 49A's, and for some applicants they must be attested — by an apostille, a consulate, or a specified authority. Sending an unattested copy is the usual cause of a rejection weeks later.
